Gates spoke at NATO headquarters in Brussels on Friday, in what is expected as an important policy speech of his last before retiring at the end of this month. He said members of Congress began to lose patience with providing 75 percent of defense spending for the coalition.
Gates said that the 28 NATO members voted in support of missions against Libyan leader Moammar Gaddafi, but less than 50 percent have participated.
He said the reluctance or inability to contribute also affected operations in Afghanistan, where Gates said the coalition had "fought, sometimes with great struggling" to maintain the deployment of approximately 45,000 soldiers.
He said that completing the mission in Afghanistan should be done in a way united, not dictated by the financial situation in each member country.
